Q. Does the district have a long-range business plan?
A. The district has a five-year plan as required by law. It is very difficult to estimate income as a significant portion of revenue is state-funded and the state only does a two-year appropriations cycle. The state revenue is based on enrollment, and projecting enrollment years out is difficult. For these reasons, the state requires schools operate on a five-year projection. Currently, the district is developing a long-range plan that will impact future spending plans.
Q. What is the rollback factor?
A. The property tax rollback is a reduction in the taxes charged against land and dwellings. The percentage equals 10% for land and dwellings and an additional 2.5% for owner-occupied residential property. The state reimburses schools for the full amount of rollback.
Q. What about senior citizens living on a fixed income?
A. The district is sensitive to the situation faced by those fixed-incomes households. Expenditures need to be contained and requests for additional funds are made only when imperative to maintain our excellent schools. Senior citizens, like all Midview school district residents, benefit from excellent schools.
Q. Where does our money go?
A. The monies are used to support your school system. Schools by their nature are very labor-intensive organizations. Roughly 80% of our budget is spent on hiring professional staff to educate children and support staff to keep the district and buildings operations. The additional 20% is spent on utilities, supplies, building maintenance, equipment, etc.

Q. Are you working with the State of Ohio seeking alternative ways to fund schools?
A. The district is very active in working with all levels of government to seek alternative ways to fund schools or increase revenue. The superintendent, treasurer and Board of Education work closely with all levels of government to seek alternative ways to fund schools or increase revenue. They also meet with village officials and county agencies in an effort to secure business and industry in our district. The board has met with members of the state legislature to secure additional state funds and will continue to do so in the future. The district seeks out grant opportunities in the schools and has expanded non-tax generated income by accepting advertising, increasing rental fees, tuition-income for training teachers in other districts, etc. The district has also joined with similar school districts across the state to increase its leverage in Columbus.
Q. May endowment money be used for operations?
A. Unless stipulated otherwise, endowment money can be used for operations.
Q. Can a minimal amount of tuition be charged those who attend The Midview Schools?
A. No, by law residents cannot be charged tuition. However, the district does offset some costs by charging school fees for consumable supplies and an activity fee to partially fund extracurricular activities and technology expenses.
