To Our Midview Families and Community Members,

I’m reaching out to share my deep concerns about a series of Ohio property tax provisions that are currently under consideration within House Bill 335 (HB 335). If passed, this legislation would have far-reaching and devastating consequences—not only for the Midview Local School District and school districts across Ohio, but also for essential public services such as fire, EMS, police, and city and county governments.

What House Bill 335 Proposes: 

  • Eliminating inside millage – a local property tax structure that has helped fund Ohio’s public schools and city services for nearly 100 years. This is not new money or additional tax dollars. It is stable, reliable revenue that funds our day-to-day operations, staffing, and essential programming for students. 

  • Banning the use of emergency and substitute levies, which are vital tools that allow districts to manage inflation, enrollment changes, and capital needs.

  • Allowing county budget commissions the authority to override voter-approved levies.


Perhaps most importantly, this proposal has no plan to replace the revenues that would be lost to local school districts across the State.

Why This Matters for Midview—and Public Education:

For Midview, HB 335 would result in the loss of $3.6 million annually, more than 10% of our operating budget. A sudden and unexpected loss of this magnitude of funding would force unimaginably deep cuts to staffing, academic programming, and student services, effective immediately.


Rather than investing in Ohio’s students and schools, this bill shifts financial responsibility onto local communities—compelling districts like ours to ask voters repeatedly for levies just to maintain basic services.

We welcome thoughtful, long-term property-tax reform, but HB 335 is a rushed measure that destabilizes public education as a whole. Further, this bill not only undermines our community’s commitment to providing a high-quality educational experience for students but threatens to undo much of what we have built together.

Major changes to the state’s tax system deserve careful analysis, transparent and thorough communication, and a process that preserves voters’ ability to make informed decisions that impact them and their families.

I share this with you not to alarm, but to be fully transparent about the stakes we are facing. The passage of HB 335 and/or HB 96 would permanently alter the experiences we can provide for students, not just in Midview, but in Ohio.
